Put a deadline on the tribe getting a compact federally approved?
The strategic plan produced by consultants makes reference to the rejected compact and outlines what some of the responsibilities of the commission could be in providing oversight for the Indian casino should the compact be signed.
Among the two dozen questions consultants say the commission must flesh out in the coming months is whether to put a deadline on the tribe getting a compact federally approved. The commission must also decide whether to approve rules to deal with its regulatory and financial oversight, and licensing and monitoring roles as they pertain to a tribal casino, the consultants wrote.
Consultants also question whether the commission should seek clarification on jurisdictional issues surrounding criminal activity and whether to begin talks with the tribe about a future relationship between the commission and the to-be-established Tribal Gaming Commission.

As he heads back to the negotiating table with the Mashpee-Wampanoag Tribe to redraft a gaming compact rejected by the federal government, Gov. Deval Patrick noted Monday that the agreement was “not without dissenters” in the Legislature.
If the state is forced to repeatedly resubmit a compact to the federal government, it could meet roadblocks in the Legislature, although it was overwhelmingly approved this session.
“They are not going to keep approving whatever we put in front of them,” Patrick told reporters during a visit to the State House press gallery.

Taunton - we have a problem: BIA rejects Wampanoag casino application, again - 10-12-2012
This should be the final nail in the coffin for this latest casino scheme as the Mass Gaming Commission can no longer claim the tribe has successfully negotiated a compact with the state and has what it takes to get BIA approval for the required land in trust needed for their Indian casino complex.

...KG Urban Enterprises, the developer hoping to build a New Bedford casino, is objecting to the Mashpee Wampanoag Tribe's attempt to torpedo its federal lawsuit.
KG Urban filed suit in November, on the same day that Massachusetts' Expanded Gaming Act was signed into law. The New York-based developer objects to what it calls a "race-based set aside" for the state's two federally recognized tribes and says the law violates the Equal Protection Clause of the U.S. Constitution.
